Humqadam Program: Empowering Persons with Disabilities (PWDs)
The Humqadam Program aims to uplift the socio-economic well being of Persons with Disabilities (PWDs) in Punjab by providing them with unconditional cash assistance. Unconditional cash transfer programs have proven to be effective in addressing immediate financial needs and, in the long run, assisting in lifting people out of extreme poverty. The success of such programs depends on their implementation, coverage, target population, and budget allocation.
PWDs often face economic and physical dependency, with limited support available through the public sector in Pakistan and Punjab. To bridge this gap, Humqadam offers regular financial assistance to eligible PWDs. Every month, beneficiaries receive Rs. 2,000 through a branchless banking channel facilitated by the Payment Service Provider (PSP).
Primary objectives of the Humqadam Program

Eligibility for the program
Eligibility for the program is determined by the Proxy Means Test (PMT) score, which should be 30 or less according to the National Socio-economic Registry (NSER) administered by the Benazir Income Support Program (BISP). Additionally, eligible individuals must possess a special CNIC/B-form issued by NADRA (National Database and Registration Authority).
Payments will be made after successful biometric verification and the completion of the “know your customer” (KYC) procedure. Funds will be disbursed on a quarterly basis, providing PWDs with the freedom to utilize the cash as per their priorities and needs.
